Well, it is certainly innaresting that, with a trust.xml on my target that
has only the HEPKI master in it, I get the failure I described before when
using my UW origin and its HEPKI cert, *but* when I try the ShibDev origin
and its HEPKI cert ... it works fine.

Can you try my https://perq.cac.washington.edu/cgi-bin/ppd target with
your Brown origin, Steven?
