Answer for anyone who may reference email archives:
The pg_hba.conf contained many errors, some of which appeared to be from an
older install.
I also made sure the postgres user didn't require a password for postgres,
and found an error in sysctl.conf that was preventing the service from
working.

After that ran
pscheduler internal db-change-password
pscheduler internal db-update
pscheduler internal service restart
and rebooted for good measure.

At some point, we will probably just replace the system with a fresh install.

It should be trying to do things as the postgres user, but it should not be
pausing to ask for a password.

Has anything been done to change the pg_hba.conf on that system to something
other than how the toolkit sets it up?
