I'm running on RHEL 7 and I did an upgrade, but it appears I'm missing a
function, which I assume is probably provided in an RPM, but looking at the
available package list from the repo I didn't see anything that was obvious,
though I thought I'd inquire here. The currently installed versions of
Perfsonar are 4.2.4 versions.

That looks like the upgrade of the database code done by pscheduler-server
failed midstream. RPM doesn't fail if post-install or post-upgrade scripts
fail, and there's nothing we can do about it. (Links to gory details here:
https://github.com/perfsonar/pscheduler/issues/110.) There's probably
something specific to that system going on.
As root, run "pscheduler internal db-update" and see if that fixes it or
report any errors it throws and we'll look into it further. This is the same
action taken by the upgrade process will leave any data you have in the
system intact.
