It would be useful if there was a some standard format to exchange information about events (e.g.: between TTS, NMS, SDN Controllers etc). 
I wonder if the RFC7970 can be used for this purpose in case there is no other specific alternative available?

Your request is a little different in that you want to import the data rather than manually entering it, but this seems like a logical feature to add to it. This feature has not yet been planned for a specific perfsonar release, so nothing has happened with it yet. As described, it's pretty involved to add. It might be possible to do a subset of the functionality in a shorter timeframe, but it's unlikely to happen in the near future (4.1 at least is already planned out).

How complicated would that be in case I have all network events in a CSV or JSON file? I just need to print a dot indicating that something external happened at that time.
