When we started testing out PerfSonar, we were using ECS LIVA mini PCs and they had the same failure to reboot problem that you had. For kicks, we tried it on a VM and a Zotac Mini PC and had no problems rebooting.

I'm guessing that maybe there is a BIOS/EFI setting that's messing things up. Maybe disable all power saving settings (S1, S2, etc.) and see what happens. (You don't really need low-power/power saving settings since these nodes are on 24/7.)
