perfSONAR User Q&A and Other Discussion

I am in the  process of finding targets for BWCTL testing. I am using
https://stats.es.net/perfSONAR/directorySearch.html as my reference.

I am not sure about the  difference in perfSONAR-BUOY BWCTL(Services) &
BWCTL(Measurement tools) except that BUOY needs a perfSONAR-BUOY instance and
has a Measurement archive.

It raises a number of questions for me:
1. why  more  listings in BWCTL Servers(693) than perfSONAR-BUOY BWCTL(271)?
2. Is it because these BWCTL Servers also include independent measurement
tools which are not part of a perfSONAR installation?
3. In this case, I am not sure which will give a better set of targets, the
perfSONAR-BUOY BWCTL or BWCTL since these targets can be used for scheduling
other tests if they are perfSONAR boxes.

I apologize if these questions seem pretty obvious but these are issues I
wanted to clear up.
