If you're using the Internet2 observatory hosts as end points
(bwctl.atla.net.internet2.edu, for instance) then they do not run bwctl
1.5; there has been some discussion about upgrading them, but there are
going to be some significant changes in the observatory services, so
we'd need to consider upgrades carefully.
