Yes, the laptop that I was testing was behind firewall & NAT-ed.

I've tried owping on a test machine near perfsonar-lt.grid.iu.edu and it worked .. although I had to open a port on soichi6 to allow connection from server to client. Maybe the error message can be improved?

By the way, I've followed the instruction here http://psps.perfsonar.net/toolkit/FAQs.html#Q6

This didn't work. owping is still reporting port that are outside of min/max I just entered.

Is the machine you are performing the test from (presumably your laptop or desktop) behind a NAT or a firewall?  Typically the error means that the client machine can't establish a control connection to the server (in this case the IU host).  We are able to get a functional test from a client that has a non-natted IP address, see below:

There is probably nothing wrong with the server, if this is the case.
