Yes, there was a /var/lib/owamp immediately after the fresh installs, and a
/var/lib/owamp/catalog but it was empty. There was no /var/lib/owamp/hierarchy

I scheduled some tests, I thought perhaps it would create the directory and
write the owp files, but it didn't. However, data is being taken. See
