No, it's one of the internal messages exchanged between services.
In order to populate RRD MA with the use of such message one must have a 
service implementing this message.
Unfortunately AFAIK none of pS services (MPs) offers such functionality 
currently. It is designed for future purposes or tools developed by 
other people.
