Here is basically how you do it:

1) Install service and do basic configuration
2) Then in WebAdmin Advanced Configuration add 
"MeasurementArchiveStoreRequest" at the end of messages list in property 
service.ma.message_types
3) In WebAdmin Advanced Configuration change property 
service.ma.xmldb.db_store to "on".
4) Save and restart Tomcat

Then you are able to store measurement data with the use of 
MeasurementArchiveStoreRequest (sent by some other tool or script).
