That means the soap header field SOAPAction did not contain what it was 
expecting.

Atm I'm not sure what it expects - I've reported this to jason which 
redirected it to Aaron.
I'm currently awaiting Aaron's response. It is very likely the perl impl. is 
enforcing
something that the perfsonar protocol doesn't prescribe.

I'm currently awaiting Aaron's input.
