Available packages depend a lot on how the system was installed. So you can
normally not predict which packages will be available.
Normally you put something like the following in your documentation:
Make sure that the following packages are installed: .....
You have to install them before installing the RPMs of this software release.
You can normally use "yum install <PACKAGE NAME>" for this.

Btw: For RedHat quite a lot of packages will be missing. Most likely we can
fill the gap using Fedora packages available from typical package
repositories.
Other services might have similar problems! At the moment I'm lucky that
Roland has already created RPMs for bwctl, because we also need them. But for
testing the CL-MP some more packages are needed. We will see...
