I thought that work had been done by us during Cambridge meeting and 
published on the wiki by Loukik. If there are some differences the wiki 
page with the structure could be updated (Loukik can you do it. I'm 
still working on ma services in the new structure and the performance 
issue as well).

Could you ask other service developers did they use documentation of ant 
targets from the last release? I can prepare short description of ant 
base package but I don't think long and detailed explanation is good 
here. The best solution is to use existing rrd (or sql) ma ant scripts 
as examples.
