I have a few additional questions:

What is the next step for "new svn structure"?
What is the procedure of migration to new structure?
What should be updated/changed to move other services to the new structure?
Is there any deadline for moving existing services to the new structure?

I think those questions should be answered by the release team. My understanding of this move towards new svn structure is that the service developers should prepare their services and put them in that new branch before official use of new svn structure.


What should be updated/changed to move other services to the new structure?
First you have to create a separate directory for a service and put there the sources which are specific for your service. Generic classes should be located in the base (generic for all services or type of services). You can follow RRD MA to see how to write Ant script but it's not necessary (my personal opinion is not to limit a developer if they think the scripts could be done other way). Important is to use the same names for script calls (pre-install, configure, deploy, undeploy, test).
