perfsonar development work

Hi,

several users have asked to have something really simple for installing 
perfsonar web-services.
As way of facilitating means, I have heard of HELL (DFN plan) and VMWare.

Could someone explain me:
a) what is HELL
b) what is its difference with VMWare
c) are there other system that could allow someone to deploy quickly and 
easily some tools.
