What if a topology service is serving information for multiple domains, do we necessarily want all of that information in the service level description? To me this is 'data', it is something that a service has, but does not define the existence of the service.

I see what you mean. Good distinction. Each service has a "domain"
that it is logically part of (in my mind.) But you're absolutely right
that it could have data for other domains, so that should be a data
element describing what it contains.
