I don't know TortoiseSVN because I don't work on Windows, but the instructions for connecting to the SVN repository are here:

https://spaces.internet2.edu/display/SHIB2/SourceAccess

There is no project called "java-tooling" nor do any of the projects have an "1.0-alpha1" branch. The property error is misleading and is due to the fact that the first thing a SVN client attempts to do upon contact a server is find a couple properties. In this case it obviously can't because that project and branch don't exist.
