When Shibboleth 2.0 is released, the libraries will be done.

I would expect due to some interest from the OpenLiberty project that a more
detailed breakdown of API stability will probably need to emerge at some
point soon, but no APIs will be frozen under any circumstances until
Shibboleth 2.0 ships.
