The design Tom sent out is for the Java code, but there will be a C++ library and the idea is that it will follow that design outlined in that document.
I can say that Scott and I have talked very briefly about how a C# (and other language) support might be accomplished. Nothing has come even close to being decided yet though.

I've doing some very basic saml2.0 stuff for C#, but its basically just single use hackery. It'd be nice to have something more generally compliant.
