James,
        I would reword the second question something along the lines of:

+ How would remote users access the instrument - via web browser or 
other application?  If other, are there costs involved in licensing 
the application? Will users require any special training to run the 
experiments?

I would ask the bandwidth question separately, but it is very relevant.
