I think a first pass is to take the rules that are most useful (and built in)
and make specific UIs in certain places for them.

For instance, the next generation composite (if not an employee anymore,
remove from this ad hoc group), or inherited privileges (every group in this
folder or subfolder should have "app:whatever:etc:admins" to be an admin.

Yup, Grouper Rules! :-) not loader definitions. Grouper Rules are code
snippets. Of course, there could be specific functions implemented as
Grouper Rules like inheritance. This is where I am not sure what a UI should
like. My apologies if I am confusing you (and others).
