Cf. "Adding Users to Groups" in SWITCH's group management tool

which has a few ways to get subjects into a group. Also handles the
invitation & unkown federated identifier problem (provided you have
the person's email address; but this does not need to be the email
address in the IdM system hosting the person's record).
The SWITCH GMT is federated by design, but seems to be targeting
individual web apps rather than being an enterprise system at each
organization (but it now also seems to have a REST-like "API" for
applications running elsewhere on the net).
