At one point, perhaps even in 0.5, that was the behavior.  It has since
been changed.

I think there is significant room for improvement in the privilege
APIs - I'm just not sure yet what exactly.

That would be great.  Or, actually, I'd prefer if it isn't broken but
if it is I'd like to know about it.
