On close inspection, I agree that requirement doesn't break the 
standard, although it's a pity they can't copy the examples in the 
RFC. The "Method not supported" response to an INVITE with just ";lr" 
certainly is a breaking the standards, though. :-)

On doing a quick check, I have found at least one softphone 
implementation that appears to search for just the tag ";lr" and 
doesn't like it followed by a "=", but I can live without it. :-)
