The three products with which I recently have some experience
are Broadworks, SER and Asterisk. I worked with Vovida's product
some time ago but I have not used that product recently.

Broadworks is a for purchase commercial product from Broadsoft.
It is aimed at the carrier market and probably more than what you want.

SER and Asterisk are both open source, run on various OS's, and
support SIP/SIMPLE. Asterisk is a full function PBX that can also
support digital or analog telephones via add-on hardware.

Vovida is available in open source, Vovida.org, or Cisco licensed
commerical versions, (cisco.com I think).
