This was the concern I was trying to express in my first message.

As a case in point, 3GPP is trying to use IETF "standards" from scratch. 
It has identified 53 dependencies on RFCs, drafts that exist, drafts 
proposed but not yet written, and so on. Only 8 of these have been 
discharged.

Time will tell if the 3GPP approach is viable and/or survives. And I 
don't know what is appropriate for us to consider and what is not. 
However, if we believe what we are told about mobility and the way 
mobile systems will use IP, then we must look at what is going on in 
this sector.
