By way of Gary Sullivan in Microsoft Research:

“There are ITU standards for measuring video quality, both subjectively and objectively.  The most famous one is called Recommendation 500.  There is also at least one manufactured piece of test equipment (from Tektronics) that purports to be able to measure video quality.

The experts group in the standards community that works on this is called the Video Quality Experts Group (VQEG).  They (and probably a lot of other information on the topic) are not hard to find with Google.

Touradj Ebrahimi, who visited Microsoft for a lecture about a year ago, is affiliated with a company that specializes in video quality measurement.  They are called Genista.

There are at least four industry test labs set up for video quality measurement purposes.  (Dolby, CRC Canada, NIST, and FUB Italy)”

Subject: [wg-pic] Video quality

Hi:

Does anyone know of either an objective or subjective measure of video

quality? We have found out that there are such metrics in the voice

space. There is the R-factor (from ITU) and MOS score probably developed

by Bell Labs when it comes to voice. But we have not found any article,

publication on the same for video.

There was a recent group within ITU-T that met a few times to come up

with such video measure but I don't know what happened to them. Anyway

any pointers would be appreciated. For the VC companies that are in this

mailing list, is it possible to share some internal research on

measuring video quality that you may have?

Thanks

Samir
