For the above three, we need SIP group chat server, configured for with 
chat for each physical room and organization.  I could probably extend 
the SER Jabber gateway to support SIP session-based IM with about a week 
of work.  Alternatively, we could use

SIMPLE/Jabber gateway

We did not agree whether to provide SIMPLE/Jabber as a service.  I do 
not mind if we remove this from the scope of the trial.
