One of the things we can do is feedback to network engineers the
necessity of substantially eliminating congestion (and not buffering)
when real time applications are running. I think this is non-trivial
feedback and one I've pushed at yale. A really good data network is
not necessarily automatically good for real time apps. I think this is
a topic worth some exploration, but probably not by this group.

A second thing we can do is encourage the use of codecs designed for
best effort networks (e.g. iLBC). In the face of at least moderate
congestion, call quality should degrade gracefully.

Perhaps the best short term effort we can make is to recognize that
voice is not always a requirement with *integrated* communications. With
a useful "weather report" the UA could gray out the voice icon and, in
effect, encourage IM. Or, gray out everything and recommend smoke signals.

However, let's not assume any of this is going to happen for Hawaii.
In fact, at this point, we can't even assume we'll be at Hawaii. At the
WG meeting we only tabled the issue. This needs to be discussed next
Thursday. What exactly would we commit to doing? Who can go? And now
this question: what will the network look like? Should we assume it will
be real time capable? Keep in mind that we have about seven weeks until
the holidays and only a couple of weeks after that before show time in
the land of sun and surf.
