I have also observed it, and have it noted as:

  Something other 'BitTorrenty'?

I think that's because I was seeing it about the same time and from 
similar hosts to 239.192.152.143, which is 'BitTorrent local peer 
discovery' on port 6771/udp.

Not seeing it around just now, but I imagine that will change when the 
studens return.
