It was about 9:30AM to Noon Pacific time. The attached PDF shows the event
pretty clearly.

Would it be possible to rate-limit outgoing SAP traffic from your
LAN(s) where such experiments are performed? The community would be
grateful.

Also, does anyone know when this flood started and when it stopped?
I'd like to correlate this with other events to find out whether they
might be related.
