At home on a DSL modem with OSX 10.4, with the unicast stream, I get  
"Break until 4:15PM AKDT" using QT Player, Open URL
mms://catstream2.cat.uaf.edu/polar

I figure I'm able to receive it as I had installed the Flip4Mac codecs.
Just wondering how QT Broadcaster can be set up to encode using  
Windows Media Audio and Video, using mms.
Did not think it could use the WM codecs...
