Yes, it appears that FreeBSD 1.5 isn't capable of supporting SSM.

Are you really sure it is FreeBSD 1.5?

The FreeBSD release history does not show a 1.5, and 2.0 was released
back in 1994:

NetBSD did have a release 1.5, but that was back in 2000, so is also
unlikely to support SSM:
http://www.netbsd.org/releases/formal.html#history
