All things related to multicast

We believe there is a problem on the New York router. NY shows the
groups with it's Chicago interface as its upstream, but Chicago does not
show its New York interface as a downstream. It looks like NY is claimg
(via show) that it is sending the join to Chicago, but actually is not. 

We just got a good debug this afternoon, so we're hoping so know more
soon,
