I think this may be the same. The page
http://www.get-telecom.fr/p_en_recherche_viediff_annalestel_358.html
indicates that it started publication in 1946 under the National Center for Telecommunication Studies but since 1997 has been published by GET which seems to be some state run consortium of Grandes Ecoles and french telecoms which a rather broad scope of activities.

I did find a journal by that name at the U Mich library... but
it's not the same journal, because the publisher is different
and it's been published since 1946 (this one is only since 2002,
I think).
