Annals of telecommunications is a technical journal which publishes research results. Articles are published in French and English. The responsability of thematic issues is given to European editors.
Annals of Telecommunications is directed by the Groupe des Ecoles des Télécommunications and published by Hermes-Lavoisier.
I also looked at the libraries of CMU, Stanford, and MIT,
and none of them carried the journal.
From poking around the site, it doesn't look bogus, but it probablywon't get as widely read as some other choices.
