Hmm. I actually couldn't find it at Duke using your link
(it was stale, so I tried a few searches that would seem
to make sense, but I didn't get a hit)

I did find a journal by that name at the U Mich library... but
it's not the same journal, because the publisher is different
and it's been published since 1946 (this one is only since 2002,
I think).
