Roland van Rijswijk gave a packed presentation on a two-factor authentication implementation by SURFnet that relies on QR codes read by mobile devices, supported on a number of common platforms. PDF available below:

The only federated edition right now is an authentication mechanism for simpleSAMLphp. There was intense interest amongst deployers in the room in having a Shibboleth edition developed and (preferably) included in the core distribution.

Since 2.3 is feature-complete and it's the last feature release of v2 of the Shibboleth IdP, tiqr support will not be bundled in a v2.x IdP release. Someone in the community could certainly still write and contribute an extension, though. SURFnet has offered to make their developers available to help.

To both request and gauge interest in tiqr support for Shibboleth IdP v3, I've opened a new issue in the new JIRA. If you're interested, you should watch the issue and communicate with your federation and favorite implementers to encourage the prioritization of this development work.
