To add to what's been said, the bottom line for your purposes as a
"non-trivial" SP is that the WAYF model within each federation will not suit
your needs, and has never been successful in such cases.

The model large SPs pursue is to address picking the IdP on their site, and
the SP software is largely irrelevant to this process. In essence you build
what amounts to a WAYF and point your SP at it, nothing unusual about it.

The new I2-distributed DS/WAYF software or other examples around may serve
as a useful starting point or may be totally unsuited. It depends on your
needs.
