The last time I looked, the ebsco site was loading metadata from 
multiple federations.... There should be multiple MetadataProvider 
elements in your shibboleth.xml config file....

Again, last time I looked, ebsco was running, a two-level WAYF, 
modelled on elsevier's. First, select a country/federation; then, 
select your home site.

For sites like ebsco, this model probably continues to make sense.....
