more info -- I edited shibboleth2.xml, and added a port of 8443 to 
the redirect url. I'm now going directly to Tomcat, and bypassing 
apache:

https://stc-test11.cis.brown.edu:8443/DS/?entityID=https%3A%2F%2Fstc-test11.cis.brown.edu%2FShibboleth.sso%2FMetadata&return=http%3A%2F%2Fstc-test11.cis.brown.edu%2FShibboleth.sso%2FDS%3FSAMLDS%3D1%26target%3Dcookie

and I still have the trailing slash, after DS....

so this certainly narrows down the possible pieces of software that 
could be adding the slash....

in the short term, any suggestions on how to get tomcat to match the 
path in that url against the contents of its webapps directory?

I also tried changing the redirect url to have a path of WAYF.... no 
extra slash generated, but tomcat still failed to match.....
