I have set "ShibRequireSession off" for a URL on shib 2.0

<Location /foo>
        AuthName foo
        AuthType shibboleth
        ShibRequireSession Off
        require valid-user
</Location>

and I get:

Authorization Failed
Based on the information provided to this application about you, you  
are not authorized to access the resource at "http://co.internet2.edu/ 
foo"
Please contact the administrator of this service or application if  
you believe this to be an error.

I believe it should be showing me the contents of /foo - yes?
