Not necessarily. If you use IIS instead of Apache you should be fine.

Deploy just means to install, configure, and make available for use. So
you deploy IdPs just like you deploy services that use the service provider.

The first question is whether you intended to deploy the 64 bit version
of Windows. If not then the answer is yes, this will work, no problem.
Otherwise....

The IdP is just a Java webapp; the normal deployment stack being a JVM,
Apache webserver, and Tomcat. I know that Sun has JVMs for 64-bit Win
2003. Apache, however, does not. So you'd need to consider running
Tomcat behind IIS, or in a standalone mode. Running behind IIS is the
easiest and if you take a look at the user list archives for Sept and
Oct you'll see some traffic on doing that.

64 bit. We were then planning to put windows 2003 x64 on the server, but are
a little concerned that the shibboleth IDP software will not work.

I would appreciate it if anyone could give me an update on how they
progressed if they used the above solution or on lack of progression if this
was the case.
