In SAML, an SP can register a value that is attached to the NameID so that
any future assertions contain the value. It's for SPs that are too lazy to
build a secondary index. It's carried in the SPProvidedID attribute of a
NameID.

The message used for this is the same one used by IdPs that are changing a
value, ManageNameIDRequest.
