not quite. A SAML toolkit would be an implementation of SAML, i.e.
openSAML and SAMUEL. Guanxi and AthensIM are implementations of the
Shibboleth profile that use a SAML implementation, openSAML in AthensIM's
case, SAMUEL in Guanxi's
