No, I really can't. ;-)

Step 3 is "User Agent selects Identity Provider, to which Authentication
Request is forwarded". There is no requirement for an Authentication
Request. Not to mention, it's a redirect from the WAYF in this case, which
is itself optional.

That step has nothing to do with the step you're trying to say is required.
It's the step that comes (if it even exists) sometime before the step that
you're talking about, which is not pictured.
