The spec you're commenting on is a protocol spec.  ARPs are a feature of 
the IdP implementation, but don't affect what goes on the wire.  Our plan 
is to specify IdP and SP behavior in companion documents.  In those cases 
figuring out what defines "Shibboleth" is somewhat more difficult.  I'll 
have more to say about that in another note.
