That sounds like overkill to me. Ultimately, people can build can what they
like I guess. The whole configuration subsystem is mostly pluggable. The
point of using XML to me is to simplify generation of the file if people
want to go crazy with tools that do all that stuff, I don't think it needs
to be in the actual native format.
