I made a concerted effort at this in the target, and I'd like it if 1.3 was
fairly well usable at INFO level without having to resort to DEBUG outside
our team.

Yeah, just configure log4j directly to mask off whatever categories you
don't want to see. Works like a charm (if the messages are in fact in a
distinct category).
